Are you new or are you just being being dishonest in your wilful ignorance of the fact that every new world rolls out with a massive laundry list of changes, new mechanics and content that could easily include any of the things you just listed?
and you think all of this changes just happens by magic of world reset? you think jorb and loftar don't need to actually work on them? just make a restart and poof - a bunch of cool new stuff appears? no? so what is the point to whine about new world, if there are clearly no any evidences that devs have some really new stuff for new world? we already have w11 republished instead of true w12, and now you ask for w11 v3.0?
It seems that your anger has clouded your vision enough to either misread my words, or perhaps this is the very first world reset you have been around for.
That's okay, I will explain a little better for you because it looks like you need some help.
Every year or so the devs reset the game, this is known.
Somehow, as if by a magical "poof," as you stated, there is a long, long list of new features and content added. How could this be?
Well, there has certainly never been any evidence of new content before a wipe in the past, so where does all this new content come from?
The general belief is that jorb and loftar are actually making content that is put aside for a new world almost all the time, alongside their regular weekly updates.
Also, usually between the announcement of a new world and the actual launch of a new world, the devs give themselves roughly a month to create even more!
So what may appear to be a magical poof of new content to the less-than-critical thinkers is actually just part of the regular process that is normally followed during a reset,
and the new cool stuff we get is very likely a mixture of many months of work put aside with the addition of a month of dedicated work after the initial new world announcement.
I think it is very safe to assume that most people who are asking for a new world are very aware of this process and understand that new content, fixes and even community discussions that lead to desirable tweaks and overhauls are a regular part of this process.
I hope this clears it up for you and anybody else who was very confused about how world resets work.
