This won't stop factions from rapidly getting their stats back to unreachable (for average player) level because they already possess everything they need to do so.

Is getting killed by 10k stats person fun enough for you? Also raiding abandoned bases sure is fun, but it can be compared to using cheats to get everything and quickly getting bored of game

Of course you can but that'll be rather painful experience if you get in the way of a... titan level character
I think that reasonable combat stat caps are a necessity (at least in pvp), lets say everything over 1k is calculated as 1k. With this olde world will be much more friendly for new and returning players.
