well I checked out Cryofall (new alpha survival sci-fi game) which is in many way similar to haven imho.
Stats don't mean much there, rather the tech advancement, but here's the problem.
A lot of people who reach all tech tiers and complete them in 100%, they just quit. They don't see much reason to fight over relatively small map and crushing your opponents in very easy way, if You win the rate race. Claims exist there in some shape and form but can be blown up. It comes with a price, but once You are on top and don't need resources for anything else than showing your dominance over noobs and competitiors who didn't make it...
And this is because there's nothing to push further or it doesn't matter.
Here, at least pushing numbers is motivated by competetive people pushing them as well so there's rivalry to be the one on top but not necessarly crushing your rivals right away if You just got a head-start. So yeah I think that this experience with Cryofall and it's community speak for itself.
TL:DR; Having artificial ceiling aka statcap or decay, might led people to quickly leave once their reach max level.
Cryofall isn't the first game where this is somewhat easy to observe
With bigger map in Cryofall maybe there would be some decent PvP but I doubt it atm
