The internet being the internet though, people will show up to grief and we end up with the same model as we do now with extra steps. Or the system would be closed to a personal group of friends and it becomes a shard group of personal servers and an official server. The idea is cool and Id play the shit out of a private world but there's a few issues that could affect the overall health of the game.
You undervalue the power of a whitelist, good communities forming and they would be self-moderated. The best communities are moderated very well and their reputation is so valuable as it is the reason players want to be part of their community. I think some communities would be far better and average a higher player count that the current servers due to this. Where most games would fracture and shard then die i think haven would find a whole new life as a private server service. It has the right mix of progression for hermits/small friendship groups to play for a long time and it has systems that would be best suited for a more managed economy. Where the stress to compete doesn't lead to endless need for botting and a slower rate of play could reduce the burn out.
