Well you are horribly stupid, so there is an actual chance.

Last thing I'm saying before I take a vacation from forums and technology:
I think we have one of those at Pinevalley--or had. It turned into a Lawspeaker's hat. It turned up before the addon, and then realizing how similar it looked to the Lawspeaker's hat, I checked and it was one.
It might have been a Lawspeaker's hat before, I'm not sure. But if it was, it still was a gift from the Devs!
Thinking back on it though, I'm pretty sure it was unmarked before the addition came.

I live in pinevalley and I can wear the hat, despite not being a lawspeaker. It doesn't give any stat bonuses at all.
