High QL clay

I'm looking for access to QL 60+ clay.
Who ever can offer the highest QL clay, will be given protection from Chernobyl which is the goon town made by the same people as Goonheim.
This will give you protection from any violence or theft from Chernobyl.
I will only offer this to one organization, town or person.
Otherwise I guess we'll just be forced to steal your clay.

I am offering something invaluable, people died at the hands of goons last map and people were robbed.
What I am offering is the chance to not worry about any of this.
What can you offer that is better?

Anywhere is good, also what other goon settlements even exist.
