Overland, the Well is not accessible as the gates are sealed off, is this intentional?

To prevent people being ganked/drowned near well. Use Charterstone instead.

please change permissions to allow water to be added to the cauldron, it's just sitting there looking pretty for now. Also thank you a million times over for the public well

You can. You just have to bring your own water.

From the map, it looks like Tunsary, if there is a jump across the river. Assuming the well remains.
