Fake news. Snail himself could spread this missinformation to bait you on the well and kill you.

I am not a warrior, of any stat. I enjoy Haven as an rpg - exploring, farming, fishing, etc. - and try to stay away from conflict.

It sucks for the hearthling that relied on the public well when you don't have your own realm. There's this thing called "From the Public Coffer" that I don't think many know about outside of factions and yes it is definitely OP when you own a realm that is larger than 5+ province territory, the average hearthling will never recover from a public well being destroyed and the possibilities doesn't even stop at only wells. There's alot more OP stuff you can do with almost infinite exp(gildings to name for one on top of wells??)

Griefers have been a thing on Haven since world 1. I know; I was there. Of the worlds I played, world 2 was probably the very worst.

Why not solve the problem in a game-like way?
Some players have lost access to a quality resource, so why not organize a takeover of that resource through a siege?
Doesn't this opportunity present a challenge?
What is the point of the inability to capture markets and everything else public in the game?
Fast travel destroys the risk of losing everything. For example, if you're a merchant and you need to deliver your goods to the market, in the current system, you just teleport to the necessary place without any risk. Why use ships or wagons for transporting large volumes of goods when you can just teleport...
Otherwise, you would need to have security and possibly travel with other merchants like a caravan.
Resources are only available in certain regions.

Absolutely.
Someone said that they have 2 cisterns full of Cheeki water - probably deleted their post, I can't find it. They have a great opportunity to start marketing their barrels. They could even offer it by the bucket, it's clearly that valuable.
What's more they could create a local economy offering water buckets in return for high quality dousing rods (Don't mention the meta technique) and fund a scouting expedition for the next well location. Even craft high quality wine bottles and offer them as premium NORSCA CRISTAL.

Dig Deeper / Public Coffer; what are the numbers like on this? The wiki says you'd have to run Public Coffer 20 times to pay for 1 Dig Deeper, with use of both increasing cost each time. I could imagine authority cap limiting the speed of development.

Is there a backstory I'm unaware of? The thread seems to suggest merely that 'someone killed the Norsca public well that many hermits have relied on' and that 'the killer might have been Snail'. That's it - no chatlog, no screenshots, no drama. None of this suggests griefing, with the possible exception of blocking the charter, only engagement with intended mechanics of the game.

Not just hermits. Probably few, if any, villages have wells that good, much less better. I have long compared the griefers and PVP folk with the bully at the beach who derives his pleasure from running along kicking down everyones' sand castles. Well, the perpetrator of the well destruction must be ecstatic, with one act they have kicked down dozens of sand castles.

Regarding a cistern full of q101 water - that's only 2000L, how long will that last when filling chicken coops, bunny hutches, tanning vats, garden pots, making beer, etc. Unless someone creates a new well we are sunk; I've heard of a q56 well somewhere; in my area there is q35 water (though I've not found it, only barrels containing it), the best I know of is q23. Might as well quit and wait for next world ....though what's to keep the same person from trashing wells there also (if this continues it could certainly be a gamebreaker for many people).
