I'm really, really glad I read this thread. I don't know what happened to Luke Prowler, but when I started squatting in his house there was no Stake Claim, anything. I'm living in the house and property totally legally, so please don't murder me. While somebody robbed me the other day, it seems crime has dropped sharply from the figures that Luke was giving.

Jackard is a goon but he's not all goons. He's not even a majority of goons. Killing a random goon in response for Jackards douchebaggery is not an appropriate repsonse
