Delamore's a scapegoat, hence his popularity. It's not that people actually believe he's single-handedly responsible for commanding all GOONs in everything they do. He's the loudest of the GOONs so people attribute everything to him; it's just easier that way, focusing the frustration on a single target. He also happens to take all the credit. He's more of an irritant than anything, more appropriately thought of as being the "Great Stain," not the "Great Satan."
