Today, two members of SwampCrazed, Hanuman and ASDF, arrived after following a scent. They claimed that chests had been stolen, and the scent lead them to Ruiden's 'dock' area.

Do you have anything to say about this Ruiden? They noticed that the thieves hearthfire was located elsewhere, and consider it possible that these chests were possible planted there by somebody else.

About citizenship: I would like a very low requirement for someone becoming a citizen, your proposal seems acceptable to me though a bit on the high side.
Furthermore to be a citizen would we, as you suggested somewhere at the beginning of this thread (page 2 I believe), have to have our heartfire in the city? I have my hearthfire on my claim a short distance from the city and find logging in at the village idol a convenient way of getting to the city so I'd rather have my hearthfire where it is now and I can imagine I'm not the only one.

About the election: I find the whole election a bit vague, the only posts you made concerning this election I could find mentions it being in a few days and then one announcing the results, I would appreciate a clearer message next time including at least the start and end dates, I'm not unsatisfied with the results I just think the process could be better.

Me and Jones found the chests in a cart while exploring.. we waited a while around the cart for anybody to come take it but nobody came.. so we took the cart of chests. Me and Jones don't have theft, we can take screenshots of our learned skills if you need.

It was a set up, we were framed. :o

As basically a short term measure, I announced on this thread that I nominated myself for the role, asking if people were in support of that, or if anybody else wished to take the position.

I agree with you that we need a clearly defined process, so over the next few weeks as I begin to draft some basic laws for people to review and vote on, I will look at the process of elections. We should discuss how often we want them, for example, and who can be a citizen is quite important for this.

For example, if anybody who asks to become a citizen can be so immediately, a potential political candidate could get several friends, even alts, and stack an election without much trouble.

I hadn't thought about alts, that's gonna be difficult to stop as even with only one other person allowing (possibly unkowingly) someones alt in the person with the alt would be able to allow anyone in (including as many alts as required) making elections easy to screw.

As much as I dislike it the only remotely good solution I could come up with seems to be to have different classes of citizens, I really hope you can come up with something better.

I know how to prevent alt voting. Just require everybody to (some time) meet up for an official "head count", or so it will be called, some time before casting votes. If people want to alt vote they're going to have to simultaneously play multiple characters at once. People may not be able to make it, though.

Another option I have thought of, is that people will need to own property in order to vote. So, they need to at least invest the time in Brodgar necessary to get wood to build a cabin, _or_ buy a cabin off of somebody else who owns one and is moving out. Owning a farm on the outskirts would also be acceptable.
