Law IV: Citizenship and Elections (Draft)
1) Anyone who lives in or around the city of Brodgar can become a citizen.
2) In cases where it isn't clear whether or not someone lives around Brodgar the chieftain makes the final decicion
3) All citizens and only citizens may vote in elections or run for public office.
4) The elections for public offices will be by Preferential voting, if the preferential voting does not give a majority a runoff will be held lasting one week where blank and invalid votes will be ignored*.
5) Elections will be held every 3 months, if the holder of a public office resigns his/her position elections will be held as soon as possible and the three months will start over.
6) Elections will be for two weeks after which the votes are counted and the results announced.
7) If the holder of a public office resigns he/she may choose any citizen to replace him/her for as long as it takes to elect a new holder for the office.
8) New elections will be held as soon as this law passes.
9) Any player may have no more than one citizen character, having a character as citizen solely for the purpose of voting isn't allowed either.
*The constitution does not allow winning by plurality in any case.
Preferential voting: All voters may rank any number of candidates from 1 (prefered) to as high as the number of candidates. The votes are then counted, if no candidate recieves a majority vote the lowest candidate is eliminated and the votes for that candidate will be transfered to the next candidate on those voters' lists, this process is repeated until any candidate recieves a majority, in which case the election is over, or only one candidate remains, in which case there will be a runoff.
