it´s just that chak was - past tense, because we al left innsmouth - the guy with the most connections , be it mercantile or others, so he acted as a galleons figure to the h&h community.
i know, that he wasn´t well liked by all fractions or different people, but as much as i´m concerned, innsmouth just got raided, because they could.

I think he was lawspeaker before he betrayed Xanadu and quit, thats what you told me at least. But It doesnt matter who was the actual lawspeaker, its common knowledge innsmouth was "chaks village".
