You attacked a town made up of unskilled guys and left tons of scents while breaking everything they had instead of just taking the water and leaving less scents. That town was protected by the racket.
Macomb was 20 minutes down the road from Chernobyl so regardless of what is said about "only enforce tax on those close" Macomb was close enough.
