It's unlikely now that we have bears much closer to Bottleneck, but I might be bringing around a couple of newer players to assist them in quick-LP grabs by co-hunting a couple of times around before the map reset. The relevant names would be Owen Quillion (myself), Soolar, and Morsigil.

I'm pretty sure an area has to be unseen for a certain period of time before a bear will spawn there, so even going there to hunt other animals will prevent bears from spawning.

Also excluding certain people from the rule will make the rule useless and ineffective.

Can I get some dev input on how bear spawning works?

I tried this, unless they have quite high skills most of the time they get no LP

yeah, isnt LP gain tied to damage done? if you cant even hit the bear, well...
