Perhaps make them really useless under a p-claimdvsmasta wrote:

(like resource spawn rate 10x slower) to force people to go and declaim their own resources - or live with that fact.

The reduced resources under a claim isn't a bad idea really. I still like the idea of refunding the P claims as this is a major mechanic change.

Refunded LP should be doubled because of reasons, including the +4k LP penalty.
Seriously though, some of us sacrificed hard-earned LP to claim those resources in the first days of the world, thinking in the long-term instead of investing in UA and other useful skills that would secure a quick start, so simply declaiming and refunding them would still leave us hermits behind.
By the way, what is the range within which we can't raise claims? I mean, how much effort will people have to make in order to wall these things off now? And can village claims be extended over them?
And yes, reducing resource regeneration when under an old claim is a good idea.

Early world exploit: Put your hearthfire inside a cave, then hold shift to position a claim right in front of a cave. After 8 hours the claim will be unbreakable. Since your hearthfire is inside the cave, you can still get back inside, and leave, but nobody will be able to enter, effectively making you unraidable for the first 3-7 days. Enjoy

I've claimed exactly one resource, around which I am building my actual base. I doubt I'm the one in this position, so any messing with existing claims would have to be pretty freaking delicate.
