You were always supposed to get it from teh wolves.
Str is something like 12 as opposed to bear cape's 10, but ofc it'll be lower Q.
maybe this is why devs won't give you dat wolf cape you want.

Yeah, the devs wouldnt give wolf capes. So it makes sense
