Maybe a separate LP system? one for the economical part just like the actual LP system (modifications allowed of course) and one for the military skills based on military actions (Military LP increases only when fighting). So you can be good at both but not the best, every army must have a solid economic machinery supporting it and exclusively-warrior-players have to rely on other crafter-players.
