Do you have logs of when he gained LP? It might be back when you could rediscover things when you relog. He could've macroed relogging and doing simple ones, like rock, soil, water, rat and frog (though the bread prayer means it's likely something else). Also, can you check the database for any other characters with impossibly high LP? It should be straightforward to calculate what's the maximum legit LP to have right now, given this new system.

The max legit way is prolly about 250k, i have 150k and ive been playing non stop with 2 hours of sleep a day, flotsams and empreeses are OP campared to the noob stuff

To get 1.6 billion lp he'd have needed to have gotten about 370k lp / min. That's no macro. That's a space station.
