The game has potential for much more than we have seen so far. Dis or Sodom have what 50, 60, 70 players? That isn't even a small town. There could be towns with hundreds of players if we had the proper mechanics to govern those. For that we need mechanics though since nobody is able to spend thei rentire lifetime in being a HnH king or govenor.
Tax systems, kingdom claims, guard bonus maybe...stuff like that.
While the game needs more of the features you mention I just wanted to chime in on one (probably unrelated point - sorry).
That is, the town sizes. If the numbers you quoted are actual active players (excluding alts), then that strikes me as a big settlement considering the playerbase and world size. I mean, how many people actively play? If it is 5000 (?) then that one settlement has over 1% of the entire world population. That pretty big is it not (considering the 'period' it is set in, and language barriers, and the lack of real tools to manage said things)?
