The reason that is, is because when Fencing as it is today (with Rapier/Epee/Saber and Protective gear) was developed further by the French. Not only did the Terms originate from the French but nearly everything used bar the Saber was developed by a Frenchmen...
The Word Touché naturally comes from France meaning Touch(ed), it can also be translated as 'To be touched' or 'you got me' in an easy to understand kinda way, but in modern days it has become slang or a habit of english speakers to say Touché when the person(s) they are talking to gives a clever or cutting response in an argument/discussion. As he has done so here...
I know I myself have said it many a times, but among my friends its just pronounced Touche... (note the lack of the ' over the e)
