If you can run salem I would assume you would be able to run the upgraded haven. I highly doubt you would be able to run the current haven or the upcoming upgrade on a tablet and or android, as they are not compatible with java (required to run the game).

If you have a lit torch in your inventory, you will mine twice as fast. Not too much point in a light hack when you have to light your torch to mine fast anyway. Stuff like this could be relatively easy to add (not sure though, I dont code)

If you can install a full version of Java, it will run. Generally, this is a fat "no" for any handheld device that isn't running a "full" operating system (Windows, OS X, *nix).
