Red handed debuff lasts too long

Murdering someone shouldnt force you to wait an hour before hearthing. How about 30 minutes instead?
Early world exploit: Put your hearthfire inside a cave, then hold shift to position a claim right in front of a cave. After 8 hours the claim will be unbreakable. Since your hearthfire is inside the cave, you can still get back inside, and leave, but nobody will be able to enter, effectively making you unraidable for the first 3-7 days. Enjoy

Is that only for murder though? If it covers for all crimes down to trespassing I'd have to agree that is quite steep.
W3 to W6 - Blockland. Special mentions: New Avalon, Tarn of Hotdog, Red October.
W7 - Elvenia, til we all got lazy.
W8 - Cult of R'lyeh, til the deeps called us back.
W9 - Tartarus, til death/wizards came for the land itself.

It covers all "serious" crimes, that is to say theft, murder, battery, and vandalism.

Bob Dole should, indeed, perhaps stop making so many friends.

Bob Dole should learn to apreciate long walks. You never know when you meet new friends. Or maybe even friends of friends who want to be friends with Bob Dole too.

Perhaps factor this in when murdering random people for kicks, y'know as a cost that should discourage random murders for forum attention.

That's at least my guess as to why it was implemented.

Wait... I thought Red Handed lasted until the scents disappeared, it only lasts an hour? What the crap is that?

Debuff too short, please extend. Also, disable road travel under debuff.

Red handed is a temporary debuff. The "Outlaw" debuff is what lasts until the scent vanishes (prevents logout of character).

I was pondering if red handed debuff should be cleared only by visiting your hearth fire ¦] Although that could get convoluted with teleport chains + remaking hearth fire stuffs.

Honestly though I'm not sure what a fair penalty is, and I assume at least the aim is to curb "casual murder".

More to generally curb ridiculously opportunistic acts of mayhem that can then not be avenged because you simply hearthed home immediately after committing them, and live on the other side of the world.
