Add some stones that are forageable, so new players around starter area dont quit playing because its impossible to find boulder for stone axe. Like flints in salem.
Or maybe boulders could respawn in areas with no boulders?

That's the thing, it needs to be at least semi substantial to do that. Your metal needs require at least 7 bars to anvil/hammer make outside the grinder/cauldron. And then you need whatever it is you need, at least shovel/saw. If it's just the odd ore off the ground, it won't help you get past that hurdle.
So a beginner to get the basic needs met (ignoring pickaxe) needs at least 3+6+5+2+1+1 = 18 bars. 2-3 ore per foraging run just feels mean considering you'd need something like 225 units of iron ochre to achieve your basic needs I outlined.
