Reduce debuff for theft and increase for murder.

Or make debuffs cumulative by type e.g. theft + murder + vandalism = debuff x3; theft + murder = debuff x2, etc.

Give pvp'ers an incentive not to harm the playberbase by killing everyone.

I like the idea of making murder something you need to consider more seriously. Murder really should be the most serious of the crimes by far.
