I'd choose to interpret this as a suggested mechanism for how tamed horses would work with regards to how they would regenerate rideability since everyone more or less agrees that would be a horrible thing for combat balance.

Limiting their range of usability shouldn't be the way to nerf them in combat. Nerfing them in combat should be the way to do that.
