Remove Charter Stone limitation from Outlaw

Let's be realistic here, between multi-layered villagers, mines, caves, alt villages, ally villages etc etc. You have plenty of places to hide a scented character. A total lock down of a scented character isn't possible, this outlaw debuff is just a hindrance and encourages alt play.

In some sense yes it does encourage alt use but I also think there are other scenarios where the defender wouldn't want a scented character able to use a charter stone such as when the attackers raid their village and could just make use of the charter stone available in the defender village to port out all the loot.

Make it so people can port with charter stones but
If a person is in party and someone in the party is aggroed > you get debuff and can't port
Also make it so that you can party only the people you see. ( give buff for fresh non-inherited characters that they can use party through kin menu for few hours )
^ so if you port you need to find the person who's in danger for example.

With the new siege mechanics, if the problem is people moving loot and criminals out of a village under attack, why not just disable Charter Stones when the vclaim shield or a pclaim shield in the village is damaged?

This would screw over tons of unrelated players. I spent all of early world 8 constantly partied with people living so far away from me that we never were able to meet up. Partying is great for chatting with a group of people not in your village and not close to you.

That's the point where jorbtar could add a special group chat that doesn't allow you map spying on others

Do you mean village instead of party? otherwise I don't understand why you would be in a party with someone if this is a risk

This is a good idea. but pclaim doesnt have a sheild? only thing i see wrong with this. i mean something along these lines would do it though. it would allow people to port in but not port out and stop people hearthing between vaults etc.

i thought sieges werent a thing this world anyway, i mean take a look at this cool thread: viewtopic.php?f=40&t=47501 porting away chars during sieges shouldnt even be considered a problem, since sieges arent a thing! now we need outlaw porting xD
