Does it actually tell you how to place the stockpile?

pfft, no, that would make too much sense/be too intuitive.

It used to tell you how, it said something like, 'Right click the item onto the ground to place a stockpile', I don't remember exactly but it did used to give instruction, I'm sure it was still there when I did mine at the beginning of this world.
