Toolbelts close upon hearthing

I'm not sure why this happens, but when you have multiple belts open and then port to your hearthfire, they all close and reset their positioning

This gets pretty annoying after a while so it'd be nice if this could be fixed

Hopefully this will be "Window positions don't reset after closing" with the rewrite. (/praying to the haven gods)
