Main need : Quest givers remember what quests you were on. Unlink them from trees and link them to themselves separately, just in the form of a tree.
Secondary options : a) Make them invulnerable to cutting and only moveable through an "ask nicely" hearth magic, provided the main need is met
a.2) Add also a hearth magic called ask nicely with honeylumps on top to coax the nearest quest giver on a pclaim to screw off from said pclaim because it wants to be freeeee.
b) make them destroyable but whatever they'll respawn, or after a certain amount of quests for one you get a tool to commune with it even if it's gone, same area to maintain the need for walking to and fro.
Random addition : Make cuter nidbane-ey things pop out of their respective trees and rocks when moving around, just to make people shit themselves for a bit.
