just revert charter changes give it a high Tw cost and make it so thingwalls/hearthfire/dock have no cost to travel. cap max TW gained from will so you can never get to the point of infinite charter travels. (heart wood leaves already provide infinite travel tbh)

yes, with a high enough cost and no cost on thingwalls the main use for them will be specific destination travel where as thingwalls will be used for exploration.
(p.s. you could also consider adding a debuff that reduces the effectiveness of heartwood leaves with successive use if charters get reverted)
