Village Claim Question

Hi! We've set up a new village and the claim is up, but I noticed that people can still walk through without criminal acts on? There's this friend that lives nearby and he did just that. There are no white permissions. Would love some help, thanks!

You can walk and forage on village claims, it doesn't count as a crime.
