Will palisade/house on dirt/grass/etc. with working pclaim decay?

No, you can't build houses on grass though

Only things that are Delicate (Loom, Spinning Wheel, Cupboard etc) will decay on claimed land if they aren't inside a house, everything else is protected.
Total misplay.
