sending people emails is a good idea but I don't expect High returns from it though probably around mid level at most the reason why a lot of people play this game are probably butt hurt that's why they haven't came back my brother is one of them I've been trying to convince him to play the game again no luck

putting the game on Steam will probably have better odds of getting players to return Then sending an email but I do say give it a try though but expect mid results or low results when it comes to sending a mail and getting people to come back

this is a perfect time to do it I recommend doing it for World 16 if you have some automated way of sending everybody an email you should do it within the next two days

Considering this is your first and your last steam launch with this game, wouldn't hurt to try sending out announcements?
