Check free giveways at your rl location. Or flea markets
(my english lacks here)
There are sections "give for free" on websites where people sell used goods (like ebay)

I'm pretty sure you can get 300W or even 450W PSU there.
After that you may think about GPU.

I've got nothing but praise for this 6670. I got one like four or five years ago and it's been doing a decent job up until I upgraded like a week ago. It can even run Planetside2 fine on low settings. And it doesn't need 6pin from PSU, PCIe power is all that it needs. The issue is that they're still not very cheap when new (~110$), but I guess you should be able to find a used one for like 50$ which IMO is well worth it.

Well I was in a rush this morning and wasn't thinking that hard, you can use a molex to 6pin adapter, my initial reservation was that most psus that don't have a 6pin cable are usually quite dodgy. Assuming your powersupply ratings aren't inflated, it has a 15A and 14A 12V rails, probably at least 20A combined in theory, that'd be comfortable enough theoretically for a stock gts450 (105W), e6700 (65W) and motherboard and standard peripherals (HDD & other minor internal accessories maybe 20W total, motherboard shouldn't be more than about 30W? maybe more on those older ones they had a busier northbridge back then).

If it crashes you can downvolt and downclock it using gpu overclocking software such as MSI afterburner until it draws little enough power not to crash during high loads like games. Remember that downclocking in and of itself doesn't decrease the power draw (noticably), the downvolting does, you downclock because a lower voltage requires the lower clock to be stable.

I'd just save up a few hundred more dollaroos and buy parts for a brand new computer. Look at logicalincrements.com for some comparison builds.

edit: I'm sorry I misread the $50 for $500...
We buy things we don't need with money we don't have to impress people we don't like.

Was going to suggest this, but upgrading the power supply is so cheap and easier. Not to mention dropping clock speeds can negate the whole "upgrade my video card, thus my game speeds" goal.

How about you don't buy anything since nothing would really help that build, but instead if you got somewhat decent internet like 6 Mbps then you try LiquidSky.tv?

It's a cloud gaming service in which you get access to pc with Windows 8.1 and it costs only 15 usd for 80 hours.

You can install your own games there since it's basically DaaS but with gaming hardware and great image compression. These servers can run BF4 on 1080p60 High Settings, but the downside is latency, though in your situation I would really prefer 1080p60 and some control lag instead of 1024 x 768 on 30 fps.

They only recently got out of beta so there are still some problems with the service but the amount of progress they got for past year is incredible.

Latency isn't that bad since their compression is really state of the art kind of thing, but you must make sure that your internet is very stable, so connect your PC with ethernet cable.

Still, even if they got some problems then it's a lot better option than buying hardware that is already outdated and won't make much difference while you could save for some real hardware.

Only 15 USD.
I live in a post-communist country, where earning $750/m is something quite a LOT people can envy you. LOL
And yeah purchasing power doesn't match, but in terms of electronics that are import only it does, so no thank you, I appreciate though.

A similar company just went under a year or so ago (forget the name of it off top of my head, but had high hopes for them). I don't trust these services yet, though if you have low latency network connections to the server, the time for the input to be processed is less than it was on a 386.
