Most players are from Russia, right? So their pings would most likely decrease!
A few years ago they built a new underwater data cable, straight from Finland to Germany. So ping would not increase that much for people in that direction.
Maybe you can still switch the server to Finland!

Those maps are situated all wrong. The US should be in the center.

DE-CIX is the biggest internet exchange worldwide (traffic wise), it's simply a good idea to be near it...
