So is global chat permanently gone, or has it just been shut off because of the performance issues or something?

Hardly more reliable, but at least it does have some moderation. Hmm thats a shame, it was occasionally funny and when it got spammed/annoying, it was literally 2 keystrokes to shut it off. Dunno why they'd remove it altogether? Oh well.

Because of the reason I mentioned.
