Yes, it wasn't total stillness. There were several opposition that were presented to Sodom including the Tricities raided, Constantinople crossroad destruction, Sodom/A.D. tension, small village wars, and the occasional mistake made by large factions. If there was absolute order, we are essentially playing farmville meets minecraft with heavily nerfed mobs.
