I would argue it is about both.
I agree with you. But peaciful hippies continue to play and they do not care about equity in sharing of resources, politis, raids.
I'm sharing mine with my neighbours and you're wrong. If there's any player group that doesn't care about the community it's the noob killing raiders.

Maybe make those objectives weaken the claims that cover them in a way that makes people able to actually fight the claim owner?

Seems to me icicles are a good way to bring about endgame very quickly.

Terrible idea.
I find your lack of face disturbing...

Exactly, I have always shared any resources I've had, for free or mutual sharing of another resource, I'm also interested in the haven politics, I like to remain as neutral as possible and I may not raid but it certainly doesn't exclude me from political input.

Many different ppl play this game, some totally peaceful and in it for the crafting and survival experience, some that are not full out raiders and killers but up for a bit of blk skills activity and then the big raiding groups ... we all have our place in the world and all contribute to it in some way. And all of us make up the community and it's politics.

I kind of like the angle it brings to curios that it's not all about lp/hour once you get some INT up. Maybe it deserves some nerfs but it's kind of cool. I can see how the people who rush rage with it in the first couple of hours can be annoying as fuck though.
