Prevent people from using word combinations that are offensive without any of the individual words being so?
Recognize every possible permutation of offensive words written using alternate symbols, spacing, or punctuation?

That sounds both fun and possible.

In those instance, you don't use computer logic, you use human logic. You staff up, and you create an actual Customer Service branch of qualified individuals. People can just as easily create tickets and report infractions to see to it that, yes, every possible permutation can be reviewed.

You're not reinventing the wheel. You're applying common civic and corporate practice, which won't interfere with the game as you've designed it.

All the judge needs to hear is 'the game features racist speech and it goes unpunished and uncontrolled' and he will instantly rule in your favour. So if Jorbtar were to implement some form of control, NO MATTER HOW SMALL, they could atleast say 'hey, we tried, and they circumvented it.'

Except by limiting what the players can do and say ingame by saying "I don't think this should be able to be said/written/typed" is just your own way of enforcing YOUR rules onto the other players of the game.
