The main idea is to have some kind of Boat/Goods exchange place. Like you come to the Central Continent with your knarr you can leave it in our Dock and we can trade you a smaller ship etc. When leaving you leave us the rowboat with a small tax. This way you have a safe place to leave your bigger boat with goods and can still travel by lakes/rivers.
