If the palisade isn't done , he won't be able to destroy it but he can destroy it if it is incomplete (as in the sign, not the wall). If he can , he is more likely to kill you though.

Now the first thing you need to do is to get yeomanry. In the hearthland, most people believe that anything that isn't on a claim is free to take. Even then there will be people with theft that will steal from you anyhow. Get your palisade wall finished ASAP. Now if it you get harassed to the point that you cannot even finish the palisade, you'd best relocate to a less hostile area.
