You guys have obviously missed the potential.

1) Place a charter stone
2) Enclose with a palisade, with a single gate, with the key locked on an alt vault
3) Place a log cabin inside with a cupboard full of togas and bunny shoes
4) Run Hearth Idol to determine who wins the ultimate prize, freedom from the cage of destiny

Yes, you can still build inactive charterstones. We have one in fact, at our market.
We use it to grant hermits access to it. (swear in >> adopt stone >> exile)

oh god, I was paving around the charter stone and someone popped out of it!

and it still had the [right-click>activate] option on it.
so I activated then deactivated and check with a new character, and couldn't spawn there.
(should have checked before activate/deactivating it)

hopefully it wont happen again...

We had similar experience. It seems charterstones that are recently built, show as inactive, but are in fact active.
I thought our case was an artefact from the village update. Thought it was fixed, or I would have warned you about it.
