From a purely economic point of view, if you control the resources, you can set their value. Also, if the mine in question was an iron mine (As it appears to be), then what they're doing is controlling access to the best weapon grade material in the game by limiting it's availability. One of the best ways to remain the military and economic elite, is to hold all the cards.
That makes sense, so Gato just supported a monopoly?
