I've been trying to find an indicator for where I am in the big 'ole world, and I need your help.

Does anyone know which supergrid a Russian city named Wooden Genocide is located upon?

Not real sure about that, but judging from the name I would stay far away from there.

It's long since deserted, actually scrounged what I could from the feilds.

Another place is a much bigger city, which while not totally claimed, had a decent upkeep.

Inside is a place called Pharimington.

and yes, they go anti clockwise, with having the x-axis at 0°/360°, the first quadrant (0° to 90°) running from the positive x-axis to the positive y-axis and so on.

Personally, I prefer Cartesian coordinate systems.
In my experience, most rotational systems use anti-clockwise as the positive direction.
