Not too hard if you know how. (If this is indeeed real)

Get Picture, monochrome (black white only) scale down to the Pixies you want 1 Pixie = 1 Tile

Once u have it u can tile the area untill your picture appear much like a printer does.

It's way more complicated than that since he's taking advantage of the black border lines to shade the drawing, its not just 1tile = 1 pixel.
Once a man has changed the relationship between himself and his environment, he cannot return to the blissful ignorance he left. Motion, of necessity, involves a change in perspective.

Its still 1 Tile = 1 Pixie, just wat type of tile it is , be it paved or grass or something else. as long u know where each pixie is relative to the others you can paint a beautiful picture.

ADD: He/she spaced the tiles apart for the spaded part , while the lighter parts are more paved. This is cause the desert and the pave intercet to make the pavement seem darker , same as how having white squares spaces out on a black paper makes it look grey.

Its hard to explain, its like those "shades" between lines if u look up close at a picture in photshop or any photo edition program. But I know what you are trying to say.

I don't think you do. The terrain on a tile affects not just how it's own tile is drawn on the map, but the surrounding tiles too. so its 1 tile = up to 9 pixels.
