The village of 28

Does anyone know the location of the abandoned village "28"? I believe it is Russian, as I found rune stones all over the place that were Russian, but I am not sure. I think I remember seeing the village mentioned at one time or another on these forums, but I can't look up a number, and when I type in village or Russian Village, I get like 200 pages of results.

I simply need to know where it is on Mqrius' Map, preferably just giving me coordinates. Any hint or help would be appreciated!
