You'd think so, however summonable scents will be your friend in this.
Use one of the scents they left to track them back to their hearth (which will most likely be in a walled compound with a mine), then mark the spot on your map, mark it well.
Plant some oaks near their walls, plant as many as you can, maybe some will stay long enough
Dedicate a month or three to building up a solid cheese production, stock up on brodgar blue, like, fill your mansion cellar with cheese racks.
Feast your alt away, push his STR like you've never pushed before.
go back to their fort, build a ram hidden by one of those oaks, if possibly build a pallisaide wall around the ram with a gate that you have the key to.
Stealthily follow the raiders on a raid so you can gather summonable scents when they are finished. Wait for raiders to log out, then use the ram to get into their fort, kill them in their sleep, wreck all their stuff.
Then have a party, with like, baloons and streamers and stuff

Also, consider joining a large village, I heard that many v 1 combat is still pretty dicey for a high-ish level character if there are medium characters involved.
Alternatively consider pushing marksmanship, stalking your pray from behind trees, then firing at him when he idles in the one place too long... Not sure if that works given the impact of armour, but I hear hq rangers bows with hq arrows can get pretty nasty
