Forgive me if I'm wrong, but hasn't Klaue just macroed his way to ridiculous strength, which would imply that he infact raided a village and was lucky enough to get this blue cloak?

Well, in review my estimate of this capes worth was probably a bit high, but I doin't think anyone has ever traded one before, so there was no way to judge it's value.

you get capes for reporting bugs, not any kind of in-game achievement.
