Your best bet is just to grow more hemp/flax and start stockpiling linen. Most of the big traders accept chests linen in some shape or form.

Stockpiling linen sucks compared to making pepper, especially lp-wise. I'm willing to trade clay and high quality clay items for full pepper shakers. Check my trade thread.
